Proposition 8 is an incentive for landowners to protect water quality and leads to increased water-conservation efforts.
Prop. 8 provides an incentive for water conservation. It allows landowners who enjoy agricultural valuation to shift their focus from agricultural operations to water stewardship in an effort to conserve water. Ninety percent of the state's water supply runs beneath private property. Proposition 8 protects it by encouraging, promoting, and incentivizing conservation.
Prop. 8 would not provide a new tax exemption or lower valuation, but would allow landowners who already qualify for open-space valuation some flexibility to use their land in another way.
Incentivizing water conservation is a good thing for Texas.
